A whammy bar comes on a tremelo setup. You must have a tremelo bridge in other words. Most commonly found on a fender strat. Most Jacksons have them too. The bar is used to do dive bombs, where you push on the bar and it creates slack on the strings causing the notes to dive. And it works the other way too. By pulling up on it you can do vibrato effects and other crazy stuff too. Hope this helps
