I'd say to an extent that's true. Of course you can practice on any guitar and get good regardless. But if your style is heavily involving speed, then nothing's going to bring that out better than a guitar built for speed. But I don't think that qualifies enough for us to blame gear for lack of musical progression... I don't know. I suck.
