"Chuck"... is rigth. If you hold the 12th fret on the low "E" string, and try to match it to the sound of the open 5th string; you would be trying to drop the tuning to "A". Which is just too low(3.1/2 steps), and sounds pretty bad.
The lowest you can go before sounding bad is 2 steps, that`ll be droping the sixth string to "C".
So, if you wanna tune the sixth string to "C" you have to hold the fifth string on fret 3, and lower the sixth until the sound of both strings matches.
