When you're young, you do the stupid stuff because you don't know any better. It's fun at the time. As you get older, you get more responsibility; but you get more experience and hopefully gain wisdom as you go. You don't get as harsh of a punishment when you are young because you haven't matured enough to fully know right from wrong. Hopefully by the time a person is an adult they have learned from their mistakes because the punishments for crime goes up.
