Dunno if it helps, but...
When I play acoustic fingerstyle and need to strum a chord, I kinda pinch my thumb and index finger together as if I was holding a pick and then strike the strings with my nails rather than the flesh of my fingers. finger nail on the downstroke, and thumb nail on the up.
It gives me more attack, but that may not be what you're after. You'll certainly get a uniformity of tone like this if that's what you're after.
If it's the subdued, slightly damped tone of playing with your actual fingers that you like, you could try strumming the chord with your hand open, and using thumb only - kinda flapping it up and down :p should again give consistant sound with practice

try playing with the tip of the fingers only the tip (ie a very small portion o fur finger) if u try to play it with a large portion of ur finger the sound will get dull
