By phrasing I suppose you mean putting all of the techniques together to come up with a coherant piece of lead, right? The best piece of advice I can give you is to practise the basic runs and licks to get dexterity and picking accuracy. Then, throw all of the scales out the window when you go to write a solo. 99% of guitarists play up and down solos with no direction or thought, just a load of notes and badly picked scales. Forget that from the beginning, otherwise you will get in the habit of playing the same crap over and over.
Phrasing is very important. Each phrase should have a flow that leads to the next. Listen to some classical music and you will get an idea of what phrasing is all about. The only way you can learn how to construct a good piece of lead is to think it out before you play it, then work it out section by section. It simply cant be done as well by jamming it out, although you can get ideas from jamming too. All of the great composers wrote their music out and refined it as they went along, so my only real advice is imagine the music first, then work it out. It should tell a little story, with a theme etc, begining middle end type thing, it all depends on the mood of the piece you are writing. After you work it out, then jam it out and take it in a different direction, at least that's what works for me. Hope that helps!
