Whats an octave chord?

Never heard of it before. Do you know what an octave is? 12 half steps higher then the original note. An octave of B will vibrate 2x as fast as B resulting in the same pitch. For E played on open E the octave can be found on the 12th fret. The octave of a root note open E power chord is played with the root note on the 12th fret, and the conforming power chord shape. I assume that this is an example of an octave chord.
Bass guitar is the answer to everything

I assume it's just an octave interval. Not really a chord at all, technically.

Yeah that would be my guess too.
It probably means you should play the root note and it's octave at the same time.
Look at this example from “I Can’t Wait Much Longer" and you'll understand what I mean:

Like Jolly said it's not really a chord since you need at least 3 notes to form a chord,
but that doesn't really matter.
