On the fretting hand I think it is almost mandatory to use your pinky. Many classical songs have chords that stretch from say, the 2nd fret to 7th, and are not possible any other way than to stretch your fingers that far (and you would most likely have to use the pinky)
On the picking hand, I personally never use my pinky, it just doesnt feel right for me, I think it is all personal preference.
