Whichever way you perfer personally.
Obviously, you can't bend the low E up or the high E down, though (on a 6 string).

a 1/4 tone bend is usually bent downwards as it is so small (1/2 a fret) and this means you can make it more accurate. Usually everything over that is bent upwards unless you specifically need to do otherwise
