Melody or words

When you are writing a song is it better to think of the meldoy and then throw your words in to fit it or is it better to make the words and then put a melody to them?

To me, the words give you the melody. Thinking up a small phrase, sing it, and you got a melody.

it really can go both ways but for me
I need to have melody first or my melody sounds
like crap
rock & roll ant muisic

Sometimes I'll write a song for a poem or a cool phrase I came up with. Usually though I find words that fit the melody.
