Just in case you're too lazy to read the entire article, I'll post a nice breakdown of Bush's flip-floppiness:

First of all, this document is proabably written by someone who mis interpreted SOME of what bush said. Usually someone misenterprets what they don't like, in this case George Bush.

Bush did not impose homeland security, he did not feel it needed strengthening, obviuosly after an attack like 9/11, Homeland security would need strengthening. Show me a speech, when Bush specifically said " I do not want a 9/11 comission." He spoke to the members of the comission, in private, not aired on tv, Cheney had nothing to do with it.

Bush argued for free trade, but the bill for enforcing a tariff was created in the senate. They felt it was necessary for money at the time.
