I usually use the unexpected "SHHHUUUAAAAATT UUUUPPPPP!!!!!" at the first
offense, they usually stop talking after that.
I'm not a psycho, and I don't like to be rude, but as you said, often it takes
more than an "excuse me..." for them to be quiet, so I try to make it clear
that it's not accepted from the beginning.
