When I play the A shape bar chord, I cannot get any bend in my ring finger which tends to play not only the D, G, and B strings but also the high E string. However, I can bend my pinky finger and play only the D, G, and B strings. Question 1: Should the high E string in the A bar chord progression be played? Question 2: Is my technique ok using my pinky instead of my ring finger? Thanks.

Only if you want that note to sound. If if it's intended to ring in the song. I think it's a good idea to be able to play it or not at will.

Yes, that's fine. Generally, any way that you can efficiently get a clean, clear tone from a note or chord is acceptable. Hope this helps!
