As far as I know there might be a small monthly/yearly fee you can pay for extra downloads... you might as well just wait until the next day :)

I finally did get to the page that explains the download quota. Don't know why I only got the server error message the first several times.

The mp3s I got weren't supercrappy, either. And if they had been, I'd have the decency to just appreciate the contributor's effort and keep my obnoxious attitude to myself.
