I'm pretty sure it's just called C(b5) -- (C flat five)

The flattened 5th usually used in exetnded chords as a tension note, not alone, such as
Cm7b5 (C, Eb, Gb, Bb) or
C9(b5) (C, E, Gb, Bb, D).
