The short answer is "Yes".

Digging a little deeper...

These 4x12 cabs are simply a pair of 2x12 boxes stuck together, with some switching hardware provided to connect them, or keep them separate. With the amp in MONO mode, there is only one output signal, so both halves of the cab need to be tied together. The switch connects them in series, so the two 8 Ohm half-cabs become one 16 Ohm cab.
