I would not worry much about whether hand angle looks "correct" as long as hand angle moves in a relaxed and consistent way. For picking a very slight pick angle can help reduce resistance, against the strings especially at faster speeds. Try experimenting with a downward or upward tilt rather than forcing the pick completely parallel. Also keep the grip loose—too much pressure can make fast picking feel stiff. Since upstroke naturally starts with upstroke I would practice both starting directions slowly with a metronome. That can help separate the technique from the habit and improve timing.
