If you try to play one of Gilmour's leads, you will quickly begin to understand phrasing.

The lead itself is simple, and the notes are the same pentatonic scale stuff you have seen before, but...it sounds much better. It is the way he changes tempo, plays off tempo, intersperses chords with single notes, waits, more notes, waits, coupla chords, long bend, coupla muted stacco notes, rock riff, legato riff, stacco riff, etc.

Try it, and you will see that he is the phrasing master.
