Yes, you can play the melody for songs without seeing tabs or notation. Yes, most melodies are based on a scale.

Is it easy? That depends on each individual's level of training, experience & ability!

This is why musicians are supposed to practice scales, finger exercises & ear training: in order to acquire the knowledge & skills required to play melodies & everything in music.
