Teh scalloped frets means there is more space between the string and the fret board which would hinder speed cause you would have to press down more to get sound out of the string. His speed merely stems from coordinationa achieved through lots of practice. Any idiot with 6 years of time can work up to it easily. I mean really easily, time and patience.
