I think it's an individual choice, but for me I try to gain a reasonable level of skill before I move on, but I definitely don't wait for perfection or anything close to it. I keep practicing earlier stuff as I move forward. That way I am usually working on something new and fresh, while reinforcing and improving on the earlier lessons. When I am feeling a little frustrated and discouraged I like to pick up something from several weeks back and go through it again because seeing how much better I can do things that were hard for me not very long ago helps get me back to feeling positive again.
It takes as long as it takes unless you quit - then it takes forever and you will never get there.
