Hi @bcraig4j. I have exactly the same question. Are you asking about playing quietly? I am in a 100% opposite environment from you. I live in the country with my closest neighbor about a mile away!
My main amp is a Fender Blues, Jr, which does not have a headphone jack. For those times requiring quiet practice I use my modeller, a POD HD 500X, and a set of Seinhauser 280 Pro headphones. These are not expensive headphones but I think they sound great.
