"Better' as deployed contextually in your question is too vaguely subjective to be meaningful as other than a popularity quiz restricted to relative mediocrity from a choice of two against the canvas of their contemporaries .

Needs qualitative qualification unless you want to substitute the definite article within your sentence with "your", and interpret "better" as preferred.

If I had to choose subjectively as in prefer to listen to, admiration for the lead guitarist Robby Krieger's songwriting &/or Jim Morrison's vocals, The Doors hands down. e.g. "Riders On The Storm", "Love Her Madly" and "Light my Fire", the latter in particular is epic.

That's not to be dismissive of The Who's Pete Townshend as a guitarist in his own right per se, but apart from their early hit single "My Generation", which inarguably, is an anthem, as a band The Who's nonsensical stage antics and 'music' was and is too 'angry' for my taste. I grew up with it and them. Compared with contemporaries of their heyday, regardless their commercial success, musically they were also rans in my book, whose popular appeal was to a particular class in a then societally still exceptionally class conscious country and to a lesser extent, its culturally shaped former dominions.

From living that era first hand. The caveat, an entirely subjective perspective of course.
