Hey there, thanks for your question. I could've been a little more specific there, but yes I am referring to a D7 chord. You are correct - the C note is the flat 7th (or minor 7th) in a dominant D7 chord.
I'm picking 3 of the 4 notes that make up a D7 chord (the 4 notes are: root, major 3rd, fifth, minor 7th). If you can imagine an open C7 chord slid up 2 frets, that's the chord shape I'm using, but I'm not picking the lower root or the high string. Make sense?

I get the D(1st) and the F#(3rd), but I don't see how the C (7th) fits in. Is it outlining a D7 with the 5th interval dropped?
