I'm workin' through "Workin' Man Blues". At 4:12 in the solo lesson you say, "we're going to outline the D chord." Can you explain how that outlines the D chord?

I get the D(1st) and the F#(3rd), but I don't see how the C (7th) fits in. Is it outlining a D7 with the 5th interval dropped?
