Great question!

Making any position change on guitar will take practice. This is best done slowly with focus on playing from the part just before the shift, through the shift, and to the part just after the shift with out breaking the beat/tempo - always with the goal of making it within the rhythm of the song.

Stevie Ray Vaughan songs are good for this kind of thing.

The solo in "Let Me Love You" has a quick position shift like that at 2:20. Not the exact frets you asked for but the same idea.
