The best bet is to not think of a right and a wrong but as different tools for the song you might be playing. Strumming out and acoustic song? More likely you'll be using more elbow motion. You're hitting more strings and in a 'strummy' pattern, the 'elbow' method works best. Playing a solo or a riff the has single string notes? More wrist than elbow probably. A chunky rock rhythm? Possibly a bit of both depending on the song.

The answer is not the single best method, but what is the best method for the song or song part I'm playing.

Here at GT, when you watch a player performing a song, you'll notice what is being used and often, it is more than one way.
