Says right here in the book; "....the climatic ending (section N), which is based on Niccolo Paganini's Caprice No. 24 in A minor, is an excellent study in classical-flavoured arpeggios." I also downloaded Vai's Duel and Paganini's Caprice 24 and compared them. They sound pretty simlar to me.
