It varies from person to person. There really isn't any standard amount of time. It takes as long as it takes.

You are right that you can make your practice time more effective. For example, to address the problem you are describing, start by just playing each chord ONCE, then change to the next chord & play it ONCE. The idea here is to simplify the process down to focus on one thing at a time. Don't worry about the strumming or staying in time yet.

So, just practice changing between 2 of the chords. Do this for your practice session for a few days. Or a week or more! Do it until you get it right. Don't work on the strumming in time part until you get the chord changes right.

Next you might just want to focus on strumming back & forth between 2 of the chords. Don't do a whole series of chords until you can get the first 2 chords right. After you focus on the first chord change, then add another chord.

One step at a time, one task at a time.

Everyone goes through times of frustration learning guitar. So you are not alone! :) In the end the only thing to do is to keep going & don't stop!
