I personally think Cool Edit 2.0 is the easiest way to do this. It's not a cheap program, but it has endless features besides just tempo changing. A wise investment if you're into home recording. I like Pro Tools too, but I have to have Windows XP Pro and Pro Tools is not compatible with it.
