Welcome to Guitartricks! Something I have been done/am doing to find people to jam with is I went to Craigs list and put an ad in. Others said they had luck doing that, I haven't yet. But, I found a place called Bandmix and paid the fifteen bucks they asked for. I didn't have very high hopes, but I found a ton of musicians of all types in my area. I've contacted several of them and they were happy to get together and jam!
I said all that to say this, be creative in looking for people to practice with. I am not very good on guitar by other people's standards, but I've played at our local Farmers Market and met musicians that way too!
