As far as finding people to play with, have you checked out your local music stores and schools? In our area, the new thing is for these places to include "rock band" as part of their curriculum. They will sign people up to form a band and provide an instructor. School of Rock has been doing this for a while. They may also have a bulletin board of people looking to play.

I just did a rock band thing at a local music store here and it was the best thing I ever did.
