you cant develop perfect pitch but can develop somehting very close to it..
my guitar teacher doesnt have a perfect pitch but he recognize chords and notes in a song as fast as possible..
For me developing such pitch is as good as perfect, because perfect pitch sometimes is not that good thing (usualy those people are getting realy mad if someone plays false note in a song or something like that).
