You can notice a certain pattern in Malmsteen's licks, he plays the same licks in nearly every song he has written. When you learn them you might be able to "pull those scales and licks out of nowhere."
Just learn many positions where you can play E-Minor,A-minor arpeggios and play those arpeggios sweeping :)
Use 3, 5 and six string versions of them and before you even notice, you play stuff like Becker, and Malmsteen. Hmm.. Yep..
