are you using cheap strings? it could be a few different things, make sure you are not tuning the guitar too fast or too high in pitch and do you gently stretch the string with your hand in between tuning them as you put the new strings on? by this I mean tune the string to nearly the pitch you want it at then gently give the string a few pulls with your finger to stretch it then tune it again. Also have a look at the top nut and at the bridge to make sure there are no rough parts that could be rubbing on the strings. If you can't find a solution then maybe try a different band of strings and tune them to half a step lower than you would normally, let them sit for half hour then tune them up to the pitch you want but to be honest it's not normal for strings to break every time to re-string your guitar, sometimes you get unlucky and have a weak one in the set but it doesn't happen to me very often.
