What book is this? Can you show us the superimposed numbers?

Is it possible that the 7 is just a forward slash through the 3? This could be to indicate that the low G on the 3rd fret E string is to be held but not played. Usually this is done with parentheses:

B |---0-------------|
G |---0-------------|
D |---0-------------|
A |---2-------------|
E |--(3)------------|
