Enforcement of the law is really sporadic. Every few years the publishers come through close down several guitar sites over this issue. We have seen this enough times to want to be really cautious. Other people are not so cautious.

We have been working on this all year, and it has taken all year to get through the various legal issues.

So I would guess that most of the sites you see, who don't have the resources we do, have not obtained the proper licenses.
