I wouldn't suggest doing this yourself... You can seriously damage the fret board or flatten frets too far. If you wish to attemp this yourself I suggest getting The Guitar Players Repair Guide by Dan Erlewine... he's the main authority on guitar repair... and it's an excellent book that every guitar player should own... Tons of great info in it.

A lot of times frets get pushed out like that because of dry weather... Or on cheaper guitars less attention is paid to those areas...
