The first tab is probably written correctly. If there isn't anything marked on a specfic string then you're not suppose to pluck those strings. So just strum the 3 strings that make up the barre chord...
The second tab you showed is probably wrong because an X in a tab means that you're deadening the string... Instead of sounding the note it makes a pluck noise. If you see an ex it means that you're suppose to release the pressure on that fret so your finger is on the string but not pressing it down to the fretboard... that's how you get that sound.
So if you see X's that's what it means... If you don't see anything... that means you're suppose to strum those strings.
