It means you play the eighth fret, then bend the string at the eleventh fret so that it sounds like it's at the 13th. That's one whole step. However, you mustn't play the string until you have it bent up to sound like the 13th fret. So you bend it up, play it, then release it so that it goes back to sounding like the 11th fret it surely is. The end.
