No, it just looks horribly malformed to me. Almost like it's....backwards or something. And it looks far too small for the rest of his body, namely the head.

If you look at the rest of his arm and build in general he really doesn't look that big. His hair's probably just hanging down and looks like it's shorter than it is, thus making his head look bigger than it is.
