The rectifier converts AC from the power transformer into DC that your amp can work with. The power transformer converts the 115 VAC (or 240 VAC) into a useful voltage level before the rectifier changes it to DC. The filter capacitors smooth out the 'ripple' that is present in the voltage coming from the rectifier.
The Mesa Dual Rectifier allows the user to select either solid-state or vacuum-tube diodes for the rectifier.
