I've been using Cool Edit Pro for a couple of years, and it's totally fine. You should be able to find it pretty easily second hand. Cool Edit was bought out by Adobe a while ago and it's called Adobe Audition these days. From their store it looks like Adobe Audition is $349 but I suspect you'd be able to get Cool Edit Pro for much cheaper or for free
