I would say it's a tie between David Gilmour and Slash. Both have a way of doing a lot with a little. Not that either lack skill in any way, but they seem to choose to keep it simple and focus on melody and what fits, rather than trying to showcase their technique and skill each time they play a solo.

I read a good quote from I think Bob Rock in the Guitar Legends edition of Guitar Player, where he said that David Gilmour could take a ukelele and make it sound like a Stradivarius.
