I was assuming we were just talking about the Iraq conflict. Yes, Afghanistan has also declared war. That's two nations in a period of 5 years. Casualties there are something like 40,000 total for both sides combined including civilians.

Now let's take a look at those two nations that have declared war.

Both the governments that declared war on the United States have been displaced. The sovreign powers that led the military fighting against American troops no longer have any governmental status. Geurilla fighting tactics of fanatical terrorist factions do not constitute a world war.
