thank you for that bit of advice, I have done some research since I first posted and I've found that there was more to it then just the three bolts, I'm missing the internal hard ware. there was supposed to be a metal disk where that channel with the three holes is. the two smaller holes attached this disk are on either side of the large hole which, on the metal disk, was threaded.

I've a few options:

Machine new hardware and go three bolt as it was stock

keep the top two far apart holes by making a new bolt plate, and drilling two more holes where the other two need to be in the corners.

Or just drill four new holes and plugging ones when need be.
