Can anyone give me advice on how to improve my speed when doing hybrid picking like in "Cliffs of Dover" by Eric Johnson? I have been working on getting this up to speed for a long time. I use my pick and my middle finger. Should I use a different finger or just keep practicing?

I don't think hybrid picking is the same as tapping. My teacher uses his middle and ring finger when he hybrid picks. I have never used this technique.

Hybrid picking is basically fingerstyle picking, while holding you pick.
So, you use your pick, middle and ring finger to pick notes.

Just look at how Kirk Hammet plays the intro to Nothing Else Matters(only example I could think of).

You pick the string with the pick.

Hybrid picking has nothing to do with tapping, like someone explained above.

It is when you use the pick and your fingers when picking.

What does hybrid picking have to do with Cliffs of Dover? I think I know the part you're refering to though. The rhythm part right after the fast intro lick? I saw Johnson in concert not too long ago, and he played this part with just a pick, alternate picking.
