Ok I know this has been done before, but I just love it.
My suggestions:
Guardian Force. This is Fretslug's band, and they are f*cking amazing. As I posted on their website (www.guardianforce.tk): Fretslug pisses on malmsteen!
Mr. Cucumber. This band only ha music out on mp3.com, and their guitarist took lessons from Marcus Paus, the world's fastest guitarist (Guiness' book of world records, actually). This guy can't be much slower than his teacher, though. Sounds like waves of beautiful tones. Almost slides, really, but they're scales. Makes Angelo and Malmsteen sound like Bluesmen...
Freak Kitchen (w/Mathias IA Eklundh)
This dude is the coolest, the fastest, the funniest and the best all at once. Well, maybe not as fast as abovementioned, but faster than yo' mama!
And one last comment: These artists are mentioned cuz their music kicks ass, not because I envy their chops. Feel free to submit your own artists, but please check these out. They are AMAZING!!!

Rubyhorse. Theyre an irish band that have just broke into the US Top 20, listen to "Punch Drunk", with great lead work by the late George Harrison.
Try Horslips - Dearg Doom. One fo my favourite guitar riffs ever, real catchy like.
Damien Dempsey - Dublin Town. This is a terrible song but its also an amazing song that may just be the greatest song ever written. Dublin raggae

The best unknown as far as mainstream goes:
Scott Henderson (Tribal Tech)
Roy Ashen
Nick Nolan
Scott Anderson (A guitar teacher I had had for 6 years before attending G.I.T. and is every bit as good as these guys...lives in Arizona and teaches in Mesa)
(Note: Many of his student went on to become G.I.T. grads, myself included)
Another is an Awsome guitar player forget the guy's name and band but they played in Concord at a bar that opened up for Tony Macalpine (I think it was in 97 or 98). The guy blew away Macalpine and they shoulda been the headliners. Also the Budweiser model of that year was giving out autographs that night.

Alogia is amazing and when it comes to guitar players, Borislav Mitic i outstandning. My band is also pretty good. We are called Violation Domain and have just finished our second demo Colaps Of Illusion. Very pogressive.

jeff keneally who is with Beer For Dolphins. he is on vai's label favoured nations. he is kind of the cult musician in cali, but no one has heard of him up here in canada, as far as i know. he has great licks but isnt a showoff and the band is quite good in an all-around sort of way. its just good old fashioned rock.

It's Mike Keneally. The guy has played with Zappa. He's equally proficient on guitar (he doubles VAI in the g3 tape, quite a performance!) and on the keyboards. Live, he plays the "Bangkok" duet for guitar and piano that VAI has written, and he switches instruments all the time on stage. It's true, he's amazing!!

Mike also used to play with Frank Zappa as well.
