I only barely put my hand over it, don't apply any pressure at all. The lower the fret (i.e., closer to the nut) you go, the more you'll be able to hear it, it's also easier on the three thicker strings.
Try that, and when you get that down, try the higher frets & thinner strings. With those you need more force.
Also, totally on the side unless you wanna buy a $400 guitar, but Fender Jaguars have a built in mute that you flip up. Same effect, no effort. Too bad they squeal like a bitch...

I kind of stumbled upon palm muting by accident; I had my pick hand too low. It's a pretty nifty thing, though, 'cos you can do the mutin' with the pick hand, n' move the other hand ta where they need ta be on the fretboard. It's pretty easy, as long as you don't push down real hard on the strings. :)

I learnt palm muting listening to metallica, and later listening to Al di Meola. Those guys have total control over their sound.

Something that wasn't made clear in my earlier post...
Place the edge of your hand on the strings at the bridge saddles. You control the amount of muting by rolling your hand onto, or away from, the strings.

I use the same technique as Lordathestrings but I need to adjust my position depending on the guitar I use.
I got a Gibson SG and a Yamaha. With the gibson it's really simple I put the side of my hand directly on the bridge and rotate like Lord says.
On the Yamaha it's different, I can't go real far cause I got a Floyd Rose and if I apply too much pressure I'm changing pitch.
After a while it becomes second nature.

... or you can damp the strings heavily and pick even heavier to get a realy wild, aggressive, fighting-with-the-strings palm mute. Obviously, it works with slower speeds only, but it feels good.
