Yngwie malmsteem has that technique down, except he does it with his volume control.

Alex Lifeson from Rush is a killer at volume swells, check out his playing on exit stage left (1982 i THINK), Pettrucci does lots of it too -like on lifting shadows off a dream.
You guys heard of an e-bow? It's a different sound (more strident, richer in harmonics - much more like a violin bow) it makes a magnetic field over a string causing a feedback loop with indefinite sustain. They cost about 90 quid but they sound fabulous. I think Pettrucci's feedback solos probably use them quite a lot.

Steve VAI has Fernandes sustainer pickups that produce the same effect, with a lot more options (choose the octave, the fifth...) it's as if you had a controlled feedback switch...

I like the kind of swells like Yngwie does. Here is a cruddy example of me doing some. Keep in mind that I couldn't find a pick, and on a Les Paul, it's hard to do volume swells with the volume knob in the first place, let alone without a pick. http://www.geocities.com/bobbya_22/q.wav
